New Parking Guidelines

We need your help on everyone’s favorite subject – PARKING!  One of the major patient and visitor complaints has been related to parking on campus.  We have made real strides since implementing some of the new guidelines but parking still continues to be a major source of patient dissatisfaction. The complaints, and the associated patient survey scores, affect the employee bonus opportunity and our customer’s perception of the service they received while at the hospital.  Recently, we have had instances of visitors having to park at the Business and Technology (BAT) Center and Connell’s Village because there were no available spaces on campus.

In response to customer feedback, we have reviewed the current parking guidelines for employees, and are in the process of revising the Parking Guidelines policy (see HR Policy 282). The new policy will include changes to campus and off-site parking guidelines for all hospital/contract employees (both on-campus and off-campus), volunteers and Physician Tower tenant employees.  The significant changes are outlined below:

On March 30th, we began posting a guard at east visitor surface lot (along Airline Highway) in the morning to ensure visitors and patients have a place to park in the surface lot.  We have already seen increased numbers of parking spaces for our visitors and patients in this lot.  Requests by visitors for a garage exit pass (due to surface lot overflow) have dropped by 45-50 requests per day on peak days.  Placement of a guard at this lot will continue in the future.

Green “Garage Parking” car decals will be issued to those employees/volunteers who have been authorized to park in the garage and for the tenant employees who are assigned to park in the garage in tenant allocated parking spaces.  If you are not authorized to park in the garage, you should park in one of the employee surface lots or at the BAT Center.  There are a large number of complaints from patients and visitors about insufficient parking in the garage, and these changes are intended to address and resolve those issues.

Hospital and contract employees who are approved by Employee Health to park in the garage due to medical or other conditions must park on the 4th floor or higher.  We need to make sure the 2nd and 3rd floors have ample parking for visitors and patients.  This change affects a limited number of employees, but every space counts.

Red car decals will be issued to offsite employees to make sure they are parking appropriately when on campus and at their offsite locations.  Currently, the employees in the Materials Management building and Support Services building are parking at the BAT Center.  The offsite departments include:

      • Materials Management building employees
      • Support Services building employees
      • BAT Center employees
      • Wellness Center employees
      • Home Health employees
      • Child Development Center employees

Blue car decals will be issued to remaining hospital, contract and tenant employees (those not parking in tenant allocated spaces in the garage).  These employees should park in the employee surface lots.

We will conduct parking audits to make sure all hospital/contract employees (on-campus and off-campus), volunteers, and tenant employees have decals displayed on their vehicles and are parking appropriately.  There will be an initial audit and decal distribution conducted in the parking lots as soon as the new car decals are received.

The revised parking policy will direct overflow employee parkers (hospital, contract and tenant) to the east BAT Center parking lot (between BAT Center and Airline Highway). Currently, when the two employee surface lots are full, employees overflow to the garage. This change is to ensure ample parking in the garage when the visitor surface lot reaches capacity.

Employees arriving for work between 2:30 p.m. and 5:30 a.m. should not park on the 2nd and 3rd floors of the garage.  These employees should park on the 5th floor or higher in the garage or on campus in the employee surface lots.  If parking is not available, they should park at the BAT Center.  Vehicles may be moved back on campus after 4:00 p.m. to ensure employee safety.

The shuttle route will be revised to allow for an increased number of employees parking at the BAT Center in overflow situations.

      • Future route:  BAT Center -- Support Services Building -- Materials Management -- Parking Garage (near first floor parking exit)
        • Every 10 minutes
        • 6:30 a.m.- 9:00 a.m. for employees
        • 3:00 p.m. - 6:00 p.m. for employees
        • As needed between those periods by calling Security (ext. 8473)
      • Visitor route: Visitor lot – PT1 canopy -- Entrance 4 -- Entrance 2 (if necessary).
        • 9:00 a.m. - 3:00 p.m.
        • Visitor pickup is not defined to one location in the visitor lot – anyone who needs a ride can hail the van in that lot.
      • BAT Center employees who call to request a specific ride to the hospital (meetings, cafeteria, etc.) can only be served after hospital employee parkers and visitors.

Employees should not park at Entrance 4.  A significant number of employees are parking at the entrance and it is having a negative impact on patients being discharged.

We will conduct regular surveys to gauge compliance by employees and to track the availability of visitor/patient parking (for possible future adjustment) at consistent times throughout the day.  Security will monitor garage and surface parking and violators will be subject to the hospital’s progressive discipline policy (see HR Policy #218). Notice of parking violations will be forwarded by Security to the employee’s supervisor and to Human Resources.

These changes will become effective as soon as the new decals are received (within the next month).  In the meantime, please park in the employee designated lots.  Those employees required to park at the BAT Center should continue to park at that location.  We are aware that the parking situation is difficult for patients and employees alike, and we are working to address parking needs in planning for the new hospital.   However, we must still keep in mind that we will continue to serve many patients on this campus over the next several years.  Improving parking for our patients and visitors during that time will require your support and cooperation.  We know that the employees of Woman’s can accomplish anything - including improving parking satisfaction for our patients and visitors at the current campus!
